Missouri Education and Health Care Protection
Amendment
Assisted in the drafting of a Missouri constitutional
amendment to protect state appropriations for education and
health care from cuts during economic downturns. Represented
constitutional amendment proponents before the Missouri Secretary
of State's Office and Missouri Attorney General's Office on
ballot language and signature verification issues. Represented
amendment proponents on fiscal note issues before the Missouri
State Auditor's Office www.auditor.state.mo.us , Missouri
Department of Revenue and the Missouri Office of Administration.
Missouri Utility Tax Amendment
Counseled a coalition of electric utilities
in drafting and filing a constitutional initiative petition
to standardize utility taxation in Missouri.
Unfunded Education Mandates
Represented a statewide coalition of Missouri
school districts in lobbying the Governor and legislature
for increased state education funding and to end unfunded
state mandates in violation of the Missouri Constitution.
Missouri Transportation Tax Earmarking Amendment
Assisted a transportation coalition in securing
passage of a Missouri constitutional amendment requiring that
transportation taxes be spent only on transportation purposes.
Missouri Telecommunications Tax Amendment
Counseled a coalition of Missouri telecommunications
companies in drafting a proposed constitutional amendment
to standardize telecommunications taxation in Missouri.
